Following an operation by the authorities in Archanes, Heraklion, 15 people were arrested in connection with the OPEKEPE scandal. In total, more than 40 individuals are implicated, reportedly having received €1.7 million in illegal subsidies between 2019 and 2025.
Specifically, according to the Hellenic Police, the aim of the operation was to dismantle a criminal organization engaged in serious fraud against the financial interests of the European Union and the national economy, illegally obtaining subsidies from OPEKEPE through false declarations.
The fraudulent applications were submitted via the Declaration Reception Center under the name “Archanes Cooperative of Organic and Agricultural Products.”
The scheme was allegedly coordinated by the cooperative’s vice president, with participation from accountants, a lawyer, and producers. The agricultural unionist in question is said to have managed the submission of the false declarations filed by the cooperative, while the role of members of his close circle is also under investigation.

The operation took place in Archanes, Heraklion (the alleged “base” of the network), as well as in central Heraklion, where home searches were also conducted. The operation is part of a preliminary investigation ordered by the European Public Prosecutor’s Office concerning the case.
At the same time, an urgent preliminary investigation was ordered following the testimony of Giorgos Xylouris (known as Frapé) before the Parliamentary Committee.
Authorities will examine whether the offense of false testimony has been committed due to his refusal to answer members of parliament, invoking his “right to remain silent,” although there is currently no indication that he holds the status of accused or suspect.
