Paris is for the fifth consecutive year the most “attractive” city in the world, with 18 million visitors in 2025, according to the Euromonitor International index for the best cities in the world. The index ranks them based on criteria such as tourism, sustainability, economic performance, health, and safety.

Following are Madrid and Tokyo, while the Top 10 includes four more European cities: Rome (4), Milan (5), Amsterdam (7), and Barcelona (8), two from Asia: Singapore (9) and Seoul (10), and one from America: New York (6). Los Angeles, which has risen five places to 13th, is the next highest-ranking American city.

Nevertheless, the cities with the highest visitor numbers in 2025 were: Bangkok (30.3 million), Hong Kong (23.2 million), and London (22.7 million).

Euromonitor International highlights several trends for cities in 2025. To address the problem of over-tourism, cities are redefining their tourism strategies to focus on “quality” rather than the “quantity” of visitors. This means targeting visitors who stay longer, spend more, and interact more responsibly with the local environment and culture.

Nevertheless, the cities in the index do not coincide with the cities with the highest visitor numbers for 2025, which were Bangkok (30.3 million arrivals), Hong Kong (23.2 million), and London (22.7 million).
