Greece’s Council of State has revoked the licenses of three private higher education institutions, Anatolia College, City College and Metropolitan College, after upholding appeals filed by law professor P. Lazaratos.
The court found no issue with the constitutionality of the law. However, according to Efimerida ton Syntakton, it ruled that the three institutions were “nominal branches” because no foreign university was involved in providing the required guarantee, paying the application fee or managing the institutions through their legal entity or board, as required by law.
The court also found that requirements relating to facilities, equipment and other conditions had not been met.
These three private universities were among the four institutions licensed for the 2025-2026 academic year under the Education Ministry’s new law.
On the accreditation of study programmes, the court found that programmes had been developed and presented without the facilities required to deliver them, along with other requirements that had not been met.
“I welcome the Council of State’s decisions,” Panos Lazaratos told Kathimerini, adding that the rulings should help strengthen public trust in the justice system and support high-quality education.
The Education Ministry said that “no student will lose the academic year.” It added that the shortcomings identified by the court concern specific aspects of the administrative process, rather than Law 5094/2024
