Fuel market violations involving “tampered pumps,” meaning cases where consumers pay for more fuel than actually goes into their vehicle, have fallen by 10%.
The biggest change, according to SEEPE president Giannis Aligizakis, comes from the fact that AADE now has the power to seal fuel stations for two years. “For the first time, the results show that substantial work is being done, and a large part of this change is due to AADE,” he said. As a result, AADE sealed 92 offending fuel stations for two years, 66 of them in Attica.
However, consumers are still losing €400 million, and Greece, together with Bulgaria and Romania, is among the EU countries with the highest rates of fuel-station violations. In Athens and Thessaloniki, nearly one in four fuel stations shows the practice of tampered pumps.
In Attica, deviations from the expected quantity reached up to 14.99% in 2026, compared with 18.2% in 2025, while in Thessaloniki they stood at 18.6% this year, down from 20% last year.
According to AADE governor Giorgos Pitsilis, the legislation on sealing fuel stations was designed after it became clear that imposing fines was not effective. “There was no point in imposing sanctions on a business, only for it to then change manager and continue operating. That is why we decided that the site itself should be shut down,” he said.
