After more than 10 years of negotiations, the European Union has reached a political agreement on the revision of air passenger rights, with the new rules expected to come into effect in 2027. The agreement mainly strengthens transparency in airline pricing, limiting practices particularly associated with low-cost carriers.
A central change is the end of charges for basic cabin baggage. Passengers will be entitled to carry one personal item free of charge, measuring 40×30×15 cm, and one small carry-on bag weighing up to 7 kg, with total dimensions of up to 100 cm. This means airlines will no longer be able to advertise very low fares and then add mandatory charges for cabin baggage, although they will still be allowed to offer discounts to passengers travelling without a carry-on bag.
However, not all demands made by consumer organisations were accepted, such as making the compensation process fully automated.
At the same time, the right to financial compensation for delays of more than 3 hours is maintained, despite pressure from member states and airlines to raise the threshold to 4 or 5 hours. The amounts remain €250, €400 or €600, depending on the flight distance.
Additional protections are being introduced for families and people with disabilities. Parents will not be charged extra to sit next to their children up to the age of 14, while passengers with disabilities will be entitled to compensation and assistance if they miss a flight due to delayed airport assistance.
However, not all demands made by consumer organisations were accepted, such as making the compensation process fully automated. Airlines will nevertheless be required to clearly inform passengers, accept claims within 9 months and respond within 30 days.
