The new regulation of the Ministry of National Economy and Finance comes into effect today [1], [2], abolishing all fees for cash withdrawals from ATMs of Greek banks, while at the same time introducing a national maximum charge (cap) of €1.50 for withdrawals made from ATMs of third-party providers.
The regulation stipulates:
- Zero fees for cash withdrawals between all banks participating in the DIAS interbank system.
- Abolition of charges by third-party providers (companies that are not banks) when there is a direct or indirect ownership link with the customer’s bank. In other words, the transaction is free only when the customer holds an account with the bank connected to the third-party ATM provider.
- Zero fees from third-party providers in municipal communities where only one ATM operates.
- A €1.50 cap on withdrawals from ATMs of third-party payment service providers nationwide.
- Free balance inquiries for all cardholders, regardless of the bank or ATM provider.
- A flat €0.50 fee for money transfers via digital channels (web, mobile, internet banking) by third-party providers, in line with bank charges.
- Legal provision ensuring that no bank can charge its customers for cash withdrawals.
According to the government, the regulation—passed on July 25, 2025—comes into immediate effect, allowing only a minimal adjustment period for ATMs to update their fees so that citizens can benefit as soon as possible, especially during the summer travel season.
