The European Public Prosecutor’s Office is now also investigating the case involving the so-called “recycling kiosks.” According to a report by skai.gr, several weeks ago it ordered a raid on the offices of the company that sold the units to local authorities.
In 2020, the Region of Attica and the solid waste management bodies of the Peloponnese and Crete purchased 200 recycling kiosks from TEXAN following a public tender.
Prosecutors are now investigating possible undue influence aimed at ensuring that the contract was awarded to TEXAN. Each kiosk cost €300,000, compared with an estimated open-market price of €66,000, while the units also allegedly failed to meet the highly specific requirements set out in the tender.

The investigation was preceded by reports from the Finance Ministry’s Fiscal Audit Committee and a firm of certified auditors, which conducted an audit on behalf of the current regional administration. Their findings reportedly indicated that the tender had been tailor-made and rigged.
More specifically, the two companies that took part in the tender—one Greek and one American—were not independent economic operators but effectively constituted a single company, as they were owned by the same person and the Greek company served as the American company’s commercial representative in Greece.
