Completion of Metro Line 4 has been postponed to September 2032 (at the earliest), instead of June 2029, with the companies responsible for the project requesting an extension until 2034, according to a report by Kathimerini.
Thus, Elliniko Metro is asking the contractors to return to the state the “early delivery bonus” of €57.7 million (5% of the total cost, VAT excluded) that they received at the end of 2022.
The consortium has appealed against the decision of Elliniko Metro, arguing that completing the project by 2032 is unfeasible.
“Elliniko Metro set the new contractual timeline taking into account only the confirmed delays in the delivery of project sites and without a full, objective technical assessment of their overall impact across the entire sequence of works,” it stated in its appeal.
Line 4 will connect Alsos Veikou with Goudi and will be 12.8 km long, with 15 new stations and a total budget of €1.15 billion excluding VAT.
Regarding the 2032 timeline, the consortium complains that Elliniko Metro arbitrarily reduced the estimated duration of various works in order to shorten the final schedule.
The key issue, of course, is compensation, which depends on who is held responsible for the delays. The contractor argued that delays in the delivery of work sites (stations, shafts, etc.) “correspond to cases of force majeure.”
On the other hand, Elliniko Metro maintains that there were delays attributable to the contractor (e.g. in the construction of the stations “Akadimia,” “Dikastiria,” “Kolonaki”), including instances of negligence. In some cases, Elliniko Metro even accuses the contractor of attempting to extend the project’s construction timeline.
