The Three-Member Court of Appeals for Misdemeanors acquitted all three defendants of negligent homicide in connection with the 2017 floods in Mandra, which left 25 people dead.The defendants were the former mayor of Mandra, the then-head of the Elefsina Urban Planning Department, and the deputy head of the Directorate of Technical Works of the Regional Unit of West Attica.The judges did not adopt the prosecutor’s recommendation to convict two of the three defendants for nine of the 25 deaths in Mandra.
For the planning department head, the proposed conviction related to failure to inspect and demolish illegal constructions within the streams of the area, while for the deputy head of technical works it concerned insufficient cleaning and inadequate monitoring of the streams.
On November 15, 2017, heavy rainfall caused flooding in areas of West Attica, killing 25 people and destroying more than 1.000 buildings.
The prosecutor also noted that some of the victims were hunters who had been on the mountain, while others lost their lives on the National Highway. She requested the full acquittal of the former mayor of Mandra for all 25 deaths.
All three defendants had previously been sentenced by the Court of Appeals to suspended prison terms of 14–18 months for causing flooding through negligence, while being acquitted of negligent homicide.This was the third trial for the three defendants, as relatives of victims had appealed the previous appellate court ruling that acquitted them
