According to AADE, the total income declared by Greek taxpayers in 2023 amounted to €91.674 billion [1], [2], [3], marking a €7.4 billion increase compared to 2022 (€84.207 billion).

Together with the additional presumptive difference of €5.2 billion, the taxpayers’ total income amounted to €96.6 billion, compared to €85.6 billion in 2022. This resulted in an increase in income tax by €1.15 billion, reaching a total of €10.055 billion in 2023.

The surtax on the subsistence allowance is an additional tax imposed on individuals who declare an income lower than the amount calculated by the state as necessary to sustain their livelihood and cover minimum living expenses.

Analyzing the statistics from 6,560,865 tax returns submitted in 2023, AADE reports that 53% of taxpayers have incomes below €10,000. There are 780,900 taxpayers with zero income and 1,214 taxpayers with an annual income exceeding €900,000, equivalent to wages of more than €75,000 per month.

65% of the income tax came from the income of employees and pensioners.

The basic breakdown of tax returns is as follows:

  • Half of households declare annual incomes not exceeding €10,000.
  • Approximately 2.5 million individuals reported living below the poverty line.
  • The number of taxpayers declaring zero income increased to 780,900 from 659,258 in 2022.
  • Nearly 64% of professionals and self-employed individuals reported incomes of up to €10,000 to the tax office, while a total of €5.1 billion was declared from business activities.
  • 52.8% of taxpayers, equivalent to 3.46 million individuals, declared an income of up to €10,000, accounting for almost one in two who submitted a tax return last year.
  • The number of households with declared incomes ranging from €20,000 to €50,000 increased to 1,286,272 people.
  • The average declared household income rose to €13,973 from €12,748 in 2022, and the average tax paid increased to €1,553 from €1,347 in 2022.
