The Hellenic Police is investigating an alleged racket involving urban planning services in Attica, following the arrest of six people accused of receiving money for “arrangements” in urban planning cases. According to the case file, those involved allegedly acted as intermediaries to settle violations, cancel inspections, avoid fines and push cases through urban planning departments and architectural councils.
The Internal Affairs investigation began after anonymous complaints in 2024 and led, among other things, to the monitoring of communications. According to the evidence included in the case file, the activity was mainly identified at the Kifissia Building Service and the Architectural Council of the Central Athens Sector, while the alleged fees ranged from €1,000 to €30,000 per case.
In addition to the six people arrested, more than 30 others are facing charges, including municipal employees, engineers, architects and businesspeople.
The case file describes more than 29 instances of bribery and breach of duty. In addition to the six arrested, at least 30 other people are accused, including municipal employees in Attica municipalities and on Mykonos, engineers, architects and businesspeople. Searches of homes and offices led to the seizure of €334,895, computers, mobile phones, handwritten notes and a bank safety deposit box lease agreement.
The case also took on a political dimension after the resignation of Efthymis Bakoyannis, secretary-general for Spatial Planning and Urban Environment at the Ministry of Environment. He is reportedly related by marriage to one of the defendants, although, according to the report, no connection between him and the case has emerged.
